Facilitating Development of Grounded and Reliable Social Cost of Greenhouse Gas Estimates and Use

The social cost of carbon and other greenhouse gases (SC-GHGs) are key metrics used to estimate the benefits of policies reducing GHG emissions and have been proposed to price GHGs in decisions such as the dispatch of electricity generation resources and procurement of goods and services. Use of SC-GHGs is growing and they have the potential to affect billions of dollars of public, private, federal, and state decisions (e.g., 111, methane rule, FAR, NEPA, PUCs, ISOs/RTOs, state policies, Canadian policies). Scientific reliability of SC-GHG estimates and uses are necessary to effectively inform decisions and for the public to have confidence in them.
