As efforts to decarbonize have increasingly influenced energy policy and research over the last decade, there have also been more demands for methods to measure energy justice. Tracking aspects of justice emphasizes the need to understand the social, economic, environmental, and cultural factors that may vary by community, class, race, gender, or geography. Policies and programs designed to increase equity considerations also need accountability mechanisms to verify their success. This report provides an overview of metrics for measuring equity considerations within the power sector, as well as a look at the small but growing number of state government efforts to develop and implement equity metrics.
