This report focuses on the specific ways in which common-cause outages and extreme events can be integrated into existing resource adequacy (RA) metrics, assessments, and resource planning. Basic descriptions of resilience and resource adequacy are followed by comparisons between the two concepts, specifying where they are distinct and where they overlap. Previous EPRI research proposed the rising trend in extreme events and common-cause outages suggests traditional RA approaches must evolve. The report examines several common RA approaches and a resource planning model to recommend ways that each can incorporate resilience. Generally, the report seeks to identify which methods or metrics can directly include extreme events and common-cause outages and which need to be expanded or require a pre- or post-processing step. The report also provides a brief overview of existing practice at ISOs/RTOs, and other entities within and outside the U.S.
